Methodological and techniques foundations of complexity objects monitoring and structural dynamics control theory are proposed in this paper. These foundations include multiple-models descriptions, integrated methods, algorithms and new intelligent information technology which is used for automation designing space and ground based monitoring and control for complex technical-organizational objects in different environments in practice. Some applied examples of proposed intelligent information technology are suggested in the paper.

A multiple-model approach to description of space and ground based date monitoring information systems (IS) functioning processes is presented. Moreover these systems investigate in conditions when their parameters and structures changeability by objective (subjective) external (internal) reasons. The processes considered in this paper were qualified as control processes of IS structure dynamics. Previously developed concept of active moving object (AMO) was used to form an informal and set-theory-based statement of control problems.

The article focuses on system analysis of thematic tasks, which are solved on the basis of Aerospace image processing and ground-based measurement processing. This article discusses the use of aerospace surveillance in dealing with topical application tasks that are included in the scope of interest of the ELRI-184 project «Integrated Intelligent Platform for Monitoring the Cross-Border Natural-Technological Systems». The directions of particular utility in border areas of the project participants are also considered in this article. Numerical values of the indicators based on expert analysis and simulation, that describe the monitoring system were received.

Environmental monitoring is essential in modern world to ensure a safe and comfortable peoples living, it helps to understand how changes the planet and its climate, what role these changes play a anthropogenic and technological factors. Monitoring and forecasting uses different methodologies and models of decision making; this paper provides an overview of the most interesting models of ground-space monitoring of environmental and technological objects, which have been studied in the framework of the project INFROM.

Particularly urgent formulation and solution of various classes of scheduling problems of structural dynamics of complex objects (CO). This article is based on a generalized settheoretic formulation of the problem of planning the structural-functional reconfiguration of the CO is considered a complex model of planning and management of the processing and transfer of material and / or information resources to restructure, and a model of parametric synthesis image of the CO, providing the robustness of its reconfiguration plans under the optimistic and pessimistic scenarios for the structural dynamics of the CO.

The plan operation correction problem of ground based space monitoring information system is considered in this paper. The generalized algorithm of the positional control construction is proposed and illustrated on the numerical example.

Basic stages of high and super-high resolution space borne synthetic aperture radar data interferometric processing are reviewed. The results of experimental research of the digital elevation maps accuracy with processing by different phase noise filtration algorithms and phase unwrapping methods are presented.

The author made the analysis of modern state of GLONASS, determined problems, the main of which is the support of its qualitative work. In order to gain high accuracy of location for users of this system the conception of development of MG NSS GLONASS on the principle of kvalitologiya is given in this article. The problem is solved with the help of interconsistency automatic information processing for qualitative ephemeris and time-frequency support.

A review of existing approaches to the qualification assessment of a visualization system for flight simulators is described in the paper. A set of criteria for assessing the quality of clouds visualization as well as procedures for their use are reported.

A novel method for procedural modeling of clouds is described in the paper. An analytical form of the cloud structure for a lot of different types of clouds and cloud layer is proposed. The given method has practical realization and application in virtual reality systems of flight simulators.
