The given regulations are a set of ethical rules to be followed by the Editorial Office and the Editorial Board when considering materials for publication, as well as presentation of the Edition and the Publisher. In case of any changes made to the existing rules, the audience is informed via the journal website.
The main goal of the Editorial Office and Editorial Board is scientific knowledge dissemination within the frames of the Journal’s mission. The editorial office commits itself to meet the needs of readers and authors and to protect their legitimate interests and right to receive reliable data and to protect intellectual property. The Editors are responsible for scientific quality of published research, proper treatment of submitted papers, and reliable information on all aspects of the Journal’s functioning, independent from commercial interests and other dishonest influence.
The manuscripts are admitted, reviewed and published openly, as far as blind reviewing is not corrupted. It is expected from the editors and the authors to respect established procedures of manuscript submission and processing, aiming at transparency, effectiveness and honesty. In case of insufficient scientific value, any violation of journal policies, incompatibility with ethical standards, conflict of interests and when guides for authors are not adhered, it is of competence of both editors and authors to decline/withdraw a manuscript. Any problems are due to resolution via correspondence between the editor and the author. By submitting a manuscript, the authors confirm that the materials presented are obtained by the authors, the authorship of all contributors is accordingly presented and the work has not been published or submitted for publication elsewhere. The decision of the Editorial Board on whether to publish an article or decline it is based solely on the quality of the submitted scientific material. The policy of the Journal rules out the possibility of commercially-based influence on the results of the expert judgment and disclosure of the decision on the article acceptance/rejection. By admitting the manuscript for processing, the editors confirm that it will be subjected to reviewing and that those manuscripts which were not reviewed will not be published. The Editorial Office invites the experts in the respective fields of research for the manuscript reviewing process. The reviewers are selected to obtain high quality expert evaluation of the scientific material with no personal interest in publishing or declining of a certain article. In case of the conflict of interests, the expert is to notify the editorial office and refuse to review. Membership in the Editorial Board is regularly renewed and expanded by choosing new members on the basis of analysis bibliography and scientific achievements, as well as suggestions of the current members. The Editorial Board members are responsible for data reliability and proper update of their scientometrics records, which is further controlled by The Editorial Office. The Editorial Office provides reviewers with all the necessary information on their rights and duties, as well as on the procedure of reviewing and requirements for a review. The office reserves the right to cease collaboration with the reviewers not performing their tasks properly or behind the deadlines. The Editorial Office is responsible for the personal information privacy of authors and reviewers, as well as for non-disclosure of other information received in the course of the publication procedure. The Editorial Office respects the protection of intellectual property and demands that both the authors and the reviewers check for any violations of the ethical code by the authors. In case of necessity, the Editorial Office renders assistance to authors whose property rights are infringed. Reviewers also have to check whether the data described in the submitted articles were obtained as a result of the research conducted in accordance with the ethical principles of the international scientific society. In order to comply with ethical standards, editorial check for (self-)plagiarism using "Antiplagiat.Expert" system of the submitted manuscript is performed. Publishers and editors shall take reasonable steps to identify and prevent the publication of papers where research misconduct has occurred. In no case shall a publisher or editors encourage such misconduct, or knowingly allow such misconduct to take place. If becoming aware of any allegation of research misconduct the publisher or editor shall deal with allegations appropriately. Publishers and editors should always be willing to publish corrections, clarifications, retractions and apologies when needed in accordance with the COPE principles.The Editorial Office encourages scientific discussions and exchange of opinions on the pages of the Journal, including comments to the published articles and responses to the comments.
