Socio-economic problems of digital transformation of rural areas
Abstract
The digitalization of rural areas in Russia is in the development stage. This requires taking into account international approaches. The purpose of the study is to systematize the views of foreign authors on the drivers, barriers and consequences of the digitalization of rural areas and their imposition on Russian reality. Methods: content analysis and express analysis; Rosstat materials. Results: the significance and duality of socio-economic factors in the development of digitalization of rural areas have been established. Depending on the quantitative parameters, factors can act as both drivers and barriers to digitalization. By controlling the parameters, "barriers" can be transferred to the state of "drivers". This will create the preconditions for growth in demand for a range of broadband capabilities, help reduce infrastructure costs and start a new “turn” in the digitalization spiral. The specific barriers to digitalization in Russia are the low density of population and settlements, and the low population density of settlements. However, the competitive advantage in the development of mobile communications and broadband mobile Internet acts as a driver, allows you to neutralize the negative impact of settlement and resettlement barriers and can become the basis of the digitalization agenda in the future.
